NEBRASKA CATTLEMEN COMMITTEES

POLICY COMMITTEES

All policy committees are comprised of a chairman and vice-chairman appointed by the President, one member appointed by each of the local affiliated associations and each Nebraska Cattlemen Council, with up to four at-large members appointed by the President. Each policy committee is responsible for developing policy regarding their respective issues. The Committee Chairperson sits on Nebraska Cattlemen’s Board of Directors.

 

Animal Health & Nutrition

Chairman: Jeremy Van Boening (Alma)

Vice Chairman: John Widdowson (Lodgepole)

Purpose of the committee: To develop policy recommendations on legislative and regulatory issues affecting animal health, nutrition, and research relating to these issues. To work with regulatory agencies, academic institutions, Extension service and other industry organizations regarding these issues.

Subject areas assigned: 

o   Animal health, medications and drugs
o   Health regulations governing livestock movement
o   Disease control and eradication
o   Nutrition, including livestock feed and additives
o   Genetics and animal breeding
o   Animal welfare
o   Teaching, research and facilities relating to these issues
o   Food safety
o   Beef Quality Assurance

 

Brand & Property Rights

Chairman: Jay Martindale (Brewster)

Vice Chairman: Paul Schipporeit (Sumner)

Purpose of the committee: To develop policy recommendations on legislative and regulatory issues affecting livestock identification, theft prevention and property right preservation. To work with agencies and other industry organizations regarding these issues.

o   Brands

o   Livestock theft
o   Brand legislation
o   Eminent domain
o   Fence law
o   Property right Infringement

 

Education

Chairman: Nancy Peterson (Gordon)

Vice Chairman: Sarah Werner (Davenport)

Purpose of the committee: Monitor education bills and oversee educational programs within the association and to work with agencies and other industry organizations regarding these issues.

o   School consolidation and reorganization
o   School financing
o   University of Nebraska issues
o   State school issues
o   Educational activities

 

Marketing & Commerce

Chairman: John Schroeder (Cozad)

 Vice Chairman: Stephen Sunderman (Norfolk)

Purpose of the committee: To develop policy recommendations on issues affecting the marketing of feeder cattle and fed cattle as well as the marketing of and demand for beef and beef products. To work with agencies and other industry organizations regarding these issues.

o   Feeder cattle, live cattle and beef grading
o   Commodity futures markets and trading
o   Concentration and integration within the industry
o   Inspection
o   Weights and measurements
o   Exports and foreign markets

 

Natural Resources & Environmental

Chairman: Bill Bose (Orleans)

Vice Chairman: Chris Schluntz (Republican City)

Purpose of the committee: To develop policy recommendations on legislative and regulatory issues regarding water, environment and other natural resources. To work with academic institutions, regulatory agencies, Extension Services and other industry organizations regarding these issues.

Subject areas assigned:

o   Animal waste management
o   Zoning
o   Air/water pollution
o   Wilderness areas
o   Pesticides and agricultural chemicals
o   Weed control
o   Endangered species
o   Animal damage control programs
o   Storage tanks
o   Public land matters, state and national

 

Taxation

Chairman: Ken Herz (Lawerence)

Vice Chairman:

Purpose of the committee: To develop policy recommendations on legislative and regulatory issues affecting taxation and education. To work with agencies, academic institutions and other organizations regarding these issues.

Subject areas assigned:

o   Personal property taxes
o   Land valuation for taxation purposes
o   Income and sales taxes
o   Capital gains taxes
o   Estate taxes

 

OTHER COMMITTEES

Resolutions

The committee is comprised of the three officers, the immediate Past President, the chairman and vice-chairman of the six standing committees and the four Council Chairmen. This committee is chaired by the President-Elect.  
 

Purpose of the committee:  To screen the resolutions from each policy committee and council prior to presentation to the membership at the Annual Business Meeting. The committee shall scrutinize each resolution for conflict with current policy, duplications, proper language and simplicity. The committee is expressly prohibited from changing the philosophy or intent of the resolution.

 

Legislative


The committee is comprised of the chairman and vice-chairman of the six standing committees, the four council chairmen, the immediate past president and the three officers. The committee is chaired by the President-Elect. 

 
Purpose of the committee:  Meet during the third or fourth week of the legislative session to assess the bills which have been introduced; report to the board on the position that the association policy requires on each of the bills and who has been assigned to monitor and testify on each bill; recommend action to the board on any bills for which the association does not have adequate policy; and recommend  interim policy, if necessary.

 

Nominations & Leadership Development


The committee is comprised of the immediate past president, who also serves as chairman, one member elected by each of the four councils, one member appointed by the immediate past present during his term of office and one member appointed by the current president for a two-year term.
 

Purposes of the committee: To identify, screen and nominate one candidate for each of the following offices: President, President-Elect, Vice President, Chairman and Vice Chairman for each of the councils.  To recommend methods to promote and cultivate new leadership and identify new leaders.  Select the Hall of Fame inductee, Industry Service Award recipient and the NCBA’s Young Cattlemen’s Conference attendee.

 

Member Services


The committee is comprised of the Member Services Vice Chairmen from each of the nine Nebraska Cattlemen regions. The chairman of the committee is elected at the Nebraska Cattlemen annual mid-year meeting by the Member Services Vice Chairmen to serve a one year term.
 

Purposes of the committee:  To develop policy recommendations on membership classifications, dues, dues enforcement, solicitation and drop procedures, and membership promotion efforts. Assist in implementing membership opportunities. Be alert to any membership concerns and address them with staff or officers.  Inform members and potential members about Nebraska Cattlemen programs and activities.

 

Integrated Resource Management (IRM) Subcommittee


The committee is comprised of one representative elected by each of the producer councils, Allied Industry representatives, UNL Extension representatives, UNL faculty and other industry partners.
 

Purposes of the committee:  To develop the program for Cattlemen’s College which is held in conjunction with the NC Annual Convention.  To make nominations for the Beef Industry Foundation awards of Commercial Cattlemen and Seedstock Producer.  To recommend educational opportunities or needs the association should pursue.
